Pod uwagę były brane m.in. dochody i zadłużenie, pozyskane środki unijne, wydatki na promocję i liczba nowych podmiotów gospodarczych w 2006 roku. W porównaniu z rokiem 2005 Kielce spadły o 20 lokat. W pierwszej setce gmin miejskich i miejsko-wiejskich znalazły się: Sandomierz (38. miejsce), Ostrowiec Świętokrzyski (61.), Starachowice (75.) i Chmielnik (83.), a w kategorii gmin wiejskich: Morawica (25.), Wiślica (44.), Kije (96.), Iwaniska (99.) i Bogoria (100.).
