Uznali oni, że prace są konieczne, żeby poprawić bezpieczeństwo osób przebywających na stadionie i w jego otoczeniu. Omówiona została tez organizacja ruchu drogowego i łączności między służbami ochrony w czasie imprez. Mecze będą tradycyjnie monitorowane, a bezpieczeństwa uczestników rozgrywek o tzw. podwyższonym ryzyku będzie strzec dwustu agentów ochrony, na pozostałych imprezach, prawie siedemdziesięciu.
