Zdaniem Instytutu, choć Al-Kaida straciła bazy w Afganistanie, jednak zbudowała niewidoczne struktury w ponad 60 krajach. Szacuje się, że w Iraku jest około tysiąca bojowników Osamy bin Ladena, a to tylko ułamek potencjału.
